HB 627 CS – License Plates GENERAL BILL by Brummer; RECOMMENDED by Criminal Justice Committee
License Plates: Requires a driver whose driving privileges are restricted because of a conviction related to driving under the influence to have a DUI plate on any vehicle that he or she operates; provides for the Department of Highway Safety and Motor Vehicles to develop such plate; provides requirements for such a plate; provides an annual surcharge for the plate; provides for the use of such surcharge.
Effective Date: July 1, 2006.

The bill just cleared the Criminal Justice Committe on a 6-1 vote which means there could be a lot of support for this bill when it hits the floor.
Constitutionality questions in terms of “unusual” punishment aside, this law does nothing to actually stop drunk driving. Instead, it puts a stigmata on the offender and even his or her family and opens the door for probable cause searches. No other offense that comes to mind carries the same type of punishment; i mean, even those forced to wear ankle bracelets can hide them under socks and even sexual predators and offenders don’t have signs on their doors indicating convict within.
